Extractions: Did you know that Massachusetts law requires all children to ride in child safety seats until they are 5 years old and they weigh 40 pounds? Did you know that Massachusetts law requires infant seats to be rear facing until the child is 1 year old and 20 pounds? The National Highway Traffic Safety Administration (NHTSA) and the Governor's Highway Safety Bureau additionally recommend booster seats for children five years of age or older and weighing 40 - 60 pounds. National studies reflect an approximately 80% incorrect use rate. Local checkups report misuse rates over 90%. Due to this alarming rate, The Governor's Highway Safety Bureau sponsors Child Passenger Safety Technician courses. Many local Police and Fire Departments send representatives to this course to be trained as technicians. The Acton Police Department enrolled Det. Kevin Heffernan and Det. Scott Howe. Det. Heffernan and Det. Howe are now certified by NHTSA as Child passenger Safety Technicians. If anyone would like to have Ptl. Heffernan and Det. Howe check their seats please call The Acton Police Department at 264-9638 to set up an appointment. Please understand, when making the appointment that this checkup could take between 15 and 60 minutes to perform.

Extractions: The Brockton Police Department takes child safety seriously. It is our goal to provide parents and caregivers useful information on safely restraining their children , to encourage the correct use of child restraints, and to ensure optimal protection by child restraint systems. Child seats are the most effective restraint system available. Rear-facing infant seats reduce the risk of fatal injury in a car crash by 71 percent, forward-facing safety seats for toddlers reduce the fatality risk by 54 percent, and safety belts reduce fatalities by 45 percent. However, a child restraint system must be properly used to provide optimum protection. The safest child restraint systems available can prevent death and injury only if they are purchased and used correctly. If you have questions or need assistance with your car seat contact the Brockton police Department at (508) 897 5200.

National Agency For Automotive Safety & Victims' Aid Child Seat safety Performance Tests (Child Seat Assessment Japan, announced in February, 2003). As part of the New Car Assessment http://www.nasva.go.jp/assess/html2002e/childseat/
Extractions: As part of the New Car Assessment Japan, 13child seat models currently on the market were subjected to comparative safety performance testing. This section, the Child Seat Assessment Japan, provides the results of these tests. The objective of the Child Seat Assessment Japan is to make reliable safety performance data publicly available, making it easier for consumers to choose safer products and encouraging manufacturers to develop safer designs, thereby promoting the spread of safer child seats in the market. The frontal collision test is used to evaluate the degree of protection the child seat offers a child during a frontal collision. In this test, a child-dummy is placed in a child seat installed in the passenger's seat behind driver's seat of a test vehicle which has been stripped down to its body frame. The test vehicle is then subjected to a shock identical to that experienced during a 55 km/h frontal collision. The safety performance of the child seat is then assessed based on an evaluation of the shock exerted on the dummy's head and chest, and excursion of the dummy's head during the test.

Child Safety Seats The prominent crests which can provide an anchor point and contact area for a lap safety belt do not develop until approximately age 10. http://buckleup.ifas.ufl.edu/ChildSeat.html
Extractions: The body of a child is different from an adult's body. The skull is softer and more fragile. The head is heavier and much larger in proportion to the rest of the body. The rib cage is thinner and more elastic. A young child's prominent abdomen provides only limited protection to the large internal organs. Unlike an adult, a child has a pelvis with broad gentle contours. The prominent crests which can provide an anchor point and contact area for a lap safety belt do not develop until approximately age 10. And, most young children are not tall enough to use a car's shoulder belt. These factors make it important to provide special crash protection for infants and young children. Careless habits in a vehicle can be especially dangerous to children. If there is a crash or a sudden stop, a child standing on the seat becomes a missile that is likely to strike some part of the car's interior. A child leaning out the window can be wholly or partly ejected. A baby sitting on an adult's lap may be crushed against the dashboard or seat seat back by the adult. Even in low speed crashes, unbelted children can suffer serious head injuries. Parents place children at considerable risk if they allow a child to kneel on the seat, climb around in a moving car, or sleep in the rear window ledge of a car or the back of a stations wagon. A child needs the special protection of a child safety seat. If used all the time, child safety seats could prevent 53,000 injuries and save 500 lives a year! When used correctly, child safety seats are 71 percent effective in preventing fatalities, 67 percent effective in reducing the need for hospitalization and 50 percent effective in preventing injuries.

Key points to remember Additional Information Why are child safety seats needed? Motor vehicle crashes are the leading cause of death and injury for American children, ranking ahead of all other types of unintentional injuries, and claiming more lives than any childhood disease. Injuries from motor vehicle crashes are also a major cause of epilepsy and paraplegia in children. In fact, the American Academy of Pediatrics has stated that the trauma suffered by children riding unprotected in cars involved in crashes is the major cause of death and serious injury threatening children today. That is why all 50 states and the District of Columbia have passed mandatory child safety seat usage laws. All motor vehicle occupants need to be protected from hitting the vehicle's interior in case of a sudden stop, swerve, or crash. They also need to be restrained to prevent ejection from the vehicle itself. If unrestrained, infants and children are thrown around the vehicle like flying missiles. In a 30-mph crash, children may be thrown forward with a force equal to 30 times their own weight. (i.e., 10 lb. infant x 30 mph = 300 Ibs of force). That's like falling from a three-story building! You would never think of doing that, yet, when you let your child ride unrestrained, that is exactly what you're risking.

'Lane Departure Warning' and 'Recognition occupant sensing' are part of Delphi's Integrated Safety System concept, which increases road safety and occupant protection by sharing data between active and passive safety systems. Both of the new technologies use the latest solid state capture techniques and are production-ready. "The introduction of new solid state image capture technology is making digital cameras simple, durable and affordable in volume," explains Dr. Richard C. Lind, director of Advanced Engineering for Delphi Delco Electronics Systems. "This is a great opportunity for safety engineers as it gives us the ability to provide safety control systems with much more information on what is happening, both inside the vehicle and around it." New camera technology, however, is only one of the building blocks. Delphi has also invested considerable research effort in the image processing systems required to accurately interpret the data they provide. "This is really the key to making these systems work effectively," continues Dr. Lind. "The availability of affordable, powerful microprocessors has allowed us to develop very sophisticated algorithms that can identify and interpret the many different situations that the system will see. This allows safety systems to make 'intelligent' decisions based on an assessment of a wide range of factors."
