Parents should be able to walk into a center and know immediately if teachers are trained, children are getting one-on-one attention and healthful food is being provided. Napolitano has directed the Arizona School Readiness Board to devise a system to measure child-care centers on quality, giving each a rating much like a restaurant or hotel. Centers would be graded on such things as educational programs and how well teachers are trained in early-childhood education.
