Public charter schools have five distinguishing characteristics: They are public schools, funded with public dollars and fully accountable to the public. In fact, accountability is so high that a school that fails to meet its stated goals for academic achievement and fiscal responsibility can be closed. They are created by parents, educators, or civic or community groups who can meet qualifications and agree to reach specified pupil achievement goals. Greene, Ph.D. Charter schools—public schools that are exempt from many of the procedural regulations that apply to regular public schools—are a widespread but poorly-studied form of education reform. With nearly 2,700 charter schools now educating more than 684,000 children nationwide, policymakers and parents need to know how the education charter schools provide compares to that provided by regular public schools. Assessing the academic performance of charter schools is difficult, because many charter schools are targeted toward specific populations such as at-risk students, disabled students, and juvenile delinquents. This makes it very challenging for researchers to draw a fair comparison—comparing targeted charter schools to regular public schools is like comparing apples and zebras. As a result, there are very few reliable research findings on the academic quality of charter schools as compared to regular public schools.

Reisenbach Charter School in New York City "is not an academic success, that it is not an effective, viable organization, and that its fiscal soundness is marginal." The institute recommended that one of the two other schools close its seventh and eighth grades and that the other be renewed for two years instead of the full five. It based its recommendations to be considered by the university's board of trustees on site visits, enrollment, and various achievement and assessment tests. "Certainly, initially, this has to be discouraging to charter school advocates," said David Ernst of the state School Boards Association, which is seeking a moratorium on charter schools. The association and teachers unions say charter schools, created as an alternative to failing public schools, are a drain on critical funding.

"For most of the key questions, direct evaluations of vouchers and charter schools have not yet provided clear answers, and the list of unknowns remains substantially longer than the list of knowns," researchers said. The study said vouchers are popular and seem to bring modest benefits to low-income black students in troubled schools. But there is not enough evidence to say whether expanding the programs would help students in other ethnic groups. Calling for more long-term data on the academic progress of voucher and charter school students, the study said there's little research comparing such programs' effects to more conventional reforms such as reducing class size and improving teacher training.
