Although there are few reported cases of press freedom violations, members of the ruling African Party for the Independence of Cape Verde ("PAICV") continue to control the privately owned media in the country, thus discouraging media diversity. News reports are unexciting and criticism of the government is inadequate. Journalists in the state owned media shy away from critical reports on government activities. Self-censorship is increasing in the privately-owned media in Cape Verde. Many journalists in the country lack steady jobs and can only find short-term contracts in newsrooms where critical reports are unacceptable. But unemployment not only exists in the media Sector. A government commissioned opinion poll earlier this year showed 42 per cent of Cape Verdians thought they had grown poorer since 1991. This is not good news for media workers expecting more revenue for newspaper sales and advertisements. The government report has become something of a political football in Cape Verde. The opposition Movement for Democracy ("MpD"), which was in power from 1991 to 2001, and the ruling PAICV have blamed each other for the rise in poverty. This has made it difficult for the media to deduce which political party is responsible for the country's escalating woes.

Extractions: A former Portuguese colony, Cape Verde comprises 10 islands and five islets, all but three of which are mountainous. During the 20th century severe droughts caused the death of 200,000 people, prompting heavy emigration, with the result that more people with origins in Cape Verde live outside the country than inside it, bringing in much-needed foreign currency. From the mid-1990s, droughts cut the islands' grain crop by 80%, and in 1998 an outbreak of African swine fever threatened to wipe out its pig population, an important element in the diet of poorer islanders. Cape Verde became independent in 1975, a year after its sister colony, Guinea-Bissau, won freedom from Portugal. The two countries planned to unite, but the plan was ditched after a coup in Guinea-Bissau in 1980 resulted in strained relations. In 1991 Cape Verde held its first free presidential elections, which were won by Antonio Mascarenhas Monteiro, who replaced the islands' first president, Aristides Pereira.
