The first thing to do when you want to use the census is to determine whether you need to use the manuscript/nominal or the aggregate census: Is each census the same? If you were to compare the 1861 and 1981 censuses you would notice many differences. One difference is in the type and number of questions asked. Other differences relate to methodology and publishing changes. Questions asked: A guide to the questions asked in various censuses can be found in the 1996 Census Handbook (at DBW govt CA1 BS92 C352 see pages 40-45). For a more specific guide to the information in the manuscript and published censuses for 1842 to 1941, use the Finding Aid charts prepared by the Landon Project. You will find these charts on the wall beside the census shelves in the Government Publications Room. OUTSIDE VCDS History Based on the situation described in chapter 1, it was decided to emulate the British, Australian and American employer support organizations. The predecessor of the Canadian Forces Liaison Council (CFLC), the National Employer Support Committee (NESC), was established in 1978. The Chief Reserves and Cadets initiated the revitalization of NESC in 1990. In December 1992 the name of the committee was changed to Canadian Forces Liaison Council to reflect the renewed efforts to enhance the relationship between civilian employers and reservists. Mission The mission of the CFLC, which derives from the mandate originally established in 1992, is to "enhance the availability of primary reservists for military training and operations". This is accomplished by obtaining the voluntary support of employers and educational institutions for the Primary Reserve so that primary reservists do not suffer penalty or loss as a result of their military service. CFLC also encourages the hiring of reservists by civilian employers. Objectives Several objectives, in order of priority, derive from the mandate and mission:
