Governments are created beased upon the beliefs, and cultures of the people in that country. It would not seem logical for the United States to force their system which works for their society and culture onto a different society and culture. The United States says it liberated Iraq for the people. It should take into account the history and culture of the people in Iraq when attempting to help get a new government started. Canada would recommend that the United States do a little research before eagerly implementing their system onto another country in which this system may or may not work. To the Ambassador of Panama, yes it is true that there is a large majority of Shi'ites in Iraq and that many have uttered anti-American slogans. You also stated that these people must not have power. I ask you, if a free democracy was implemented in Iraq, would that not set up the very likely possible of an Islamic Theocracy taking power? Perhaps digest that idea for a while and you will see that is most likely.
