Teacher qualifications, based on measures of knowledge and expertise, education, and experience account for a larger share of the variance in students' achievement than any other single factor, including poverty, race, and parent education. Our vision is to staff every classroom in California with a qualified teacher and to provide every child with equitable access to high quality instruction, especially those at historically hard-to-staff classrooms. Current Conditions: Underqualified teachers are concentrated in California schools that serve students with greatest educational needs.

In addition to measuring the quality of teacher practice, teacher assessment also serves to further the dialogue about what is considered good teaching practice. ASDS is involved in teacher assessment projects that are making use of new methodologies to document teacher knowledge and skill, both for formal certification and for teacher support and improvement. These include projects that address a specific need for a targeted group of teachers (e.g., certifying teachers to teach English language learners, helping beginning teachers improve their practice) as well as projects that are targeted at improving teacher quality in different academic areas (e.g., science and arts). Across all projects, ASDS attempts to support teachers during the assessment process, with the primary goal being improved teacher quality and student achievement. Linda Alexander, Holly Blaylock, Naomi Dominguez, Dale Fleeger, Christine Peterson, Dana Rooks (Executive Board Liaison), Steve Seale, Angela Skaggs, and Martha Tarlton. The chair called the meeting to order at approximately 10:00am. She welcomed the group, reviewed the charge, and held introductions of those present. Ron Pollock made the motion, with Dolores Greenwald seconding, that the minutes from Annual Conference be approved as corrected. The motion passed. Chair Mary Christmas discussed the committee's financial report. Christine Peterson will be updating the committee's web site. To simplify updating, committee members will only be listed on the site, but contact information can still be obtained via the TLA "Members Only" site. A draft of the Annual Assembly minutes will be posted as well as information on the preconference, when available. There was discussion about the possibility of preparing links to continuing development opportunities, but it was agreed that a link to the existing CE calendar would suffice. Ron Pollock distributed a printout of a PowerPoint presentation he created summarizing results of the 2003 conference survey. It is available at
