Watercraft safety experts have long preached the need for boaters to wear life jackets , pointing out that the vast majority of people who die in boating accidents drown because they fall overboard or capsize their boats. Accident analysis has shown that often the victims would have survived if only they had worn a life jacket. As increased sales of fun and relatively inexpensive craft like kayaks and canoes bring more people to the water to recreate, the life jacket message is more relevant than ever. According to the Pennsylvania Fish and Boat Commission (PFBC), which regulates recreational boating in the Commonwealth, over the last decade 125 people died while boating on state waters. A total of 58 of the fatalities (46%) involved canoes, kayaks, rafts and rowboats. In the last three years, 22 of 34 fatalities (65%) involved non-powered boats. In 2003, 10 of the 11 boating fatalities involved non-powered boats. While unpowered boats are not inherently more dangerous than their motorized counterparts, the same designs that make canoes, kayaks and other small watercraft easy for one or two people to maneuver, also make them easy to tip. And, according to Dan Martin, Boating Safety Education Manager for the PFBC, many operators of small watercraft tend to downplay the potential dangers. As a result, they overlook simple safety precautions such as wearing a lifejacket.

Mr. Chairman, the good news is it appears that a record-low 700 Americans lost their lives in boating accidents last year. If this number holds steady, the number of boating fatalities for 2000 will be well below an average of 781 deaths per year over the past five-year period. The bad news is that 8,097 boaters lost their lives during the decade of the 1990s. All of these deaths were tragic, most were accidental and many were preventable.

Boating safety experts have worked for years with no national survey data by which to analyze boating habits or measure the relative risk of boating, compared to other activities. In pursuing any activity, one's risk is a factor of one's exposure to the activity and no one knew how much time people were spending boating. At least until now. The results of the survey show that boaters spent a total of billion hours boating in 1998, nearly half of those on open motorboats ( billion hours).

You will be matched up with an instructor based on what type of canoeing you are interested in learning (flat water, moving water or whitewater), and you and that instructor will determine the best date, time and place to accomplish your canoeing goals. Cost will be $10/person/hour of instruction or $5/hour for children under age 14, payable to COP, when accompanied by a participating adult. Canoe rental is extra.
