Extractions: Pedestrians and designs for the future Recent discussions about pedestrian safety have prompted studies about increased attention to right of way laws and of handicapped accessibility problems around the community. Ours is not the only community concerned about problems of pedestrian safety. With increased interest in health and fitness comes increased walked, biking, blading and skate boarding. As these increase, attention to how they interact with traffic patterns must be addressed. Looking back at the history of transportation proves to be interesting to see how we arrived at where we are today. Minnesotas lakes and rivers provided the first means of transportation for settlers and for trading posts. Some other notable happenings in our history of transportation include the Red River Ox Cart Trail of the early 1800s; the arrival of the first steamboat to visit Fort Snelling (the Virginia); the 1851 requirement of the Minnesota Territorial Legislature for all healthy men between the ages of 21 and 50 years of age to work three days a year building roads; and the first bridge built over the Mississippi River in 1855 at St. Anthony Falls. Enhancing quality of life for residents ranks very high on every citys list of priorities. Whether in the metropolitan area or in greater Minnesota, cities are making their communities more friendly to pedestrians and realizing a number of associated benefits. Cities are looking at an integrated approach to transportation planning that expands infrastructure investments and policies to serve the multiple goals of economic development, environmental enhancement, and social occasion.

Beginning with data, the booklet walks the reader through the process organizations must follow to obtain all the information they will need to determine the exact causes of underage drinking and the appropriate solutions to those problems. To make the process easier, this booklet includes a sample data checklist that communities can use to determine what types of data are currently available and what data the community believes they will need to be effective in the future. Sample surveys are also available along with instructions for conducting a focus or discussion group with key members of the community. In addition, this booklet describes the other needed elements including a review of current laws, regulations, policies and procedures governing underage drinking and a review of what is currently occurring in a community with respect to underage drinking prevention. Sample questionnaires in the areas of prevention, education, enforcement and media are included in the Appendix #1 so communities can quickly begin their assessment.
