A government supporting a commercial company for a solution that is more costly and most important: they would promote a company which has been (and still is) involved in very dubious affairs, especially concerning the whole monopoly thing. It is a very good idea and a nice move from the government, so don't just shoot on 'em, they'd think "oh yeah, we're trying to do something nice and they're just stinkering around", see what I mean? This would be a lot more freedom-friendly, so more of a liberal choice anyway. Yes, this is a also a possibility.
