Administrators at small liberal arts colleges like Dickinson have been especially worried about this apparent imbalance, arguing that such schools can flourish only if there is a "reasonable" or "realistic" gender balance on the campus. Why the concern? Why now? Last November, The Chronicle of Higher Education sponsored a live, online discussion of this issue, entitled "Is There a Crisis in Declining Male Enrollments?" In the course of the discussion, Thomas G. Mortensen of the Center for the Study of Opportunity in Higher Education argued that the decline in the number of males receiving bachelor's degrees over the past quarter century crosses boundaries of all sorts: racial, economic, and institutional. For Mortensen, this "problem" stems from a far larger crisis for young males, rooted in rises in the numbers of broken families and single mothers and declines in positive, male role models. Because "adult males have been disengaging from traditional labor market, family, and civic roles for decades," says Mortensen, young males allegedly lack exemplars who would lead them to higher education and thus, presumably, commitment to values he endorses. Indeed, the entire education system from K-12 has "failed" males, by marginalizing them, by marking them out disproportionately as learning disabled or disruptive. Implicit in Mortensen's view is the presumption that the education system is, somehow, essentially, "feminine" since there are so many women teaching K-12 (the professoriate, by contrast, remains strikingly male). To redress this discrimination against young men, so the argument goes, colleges and universities need to recruit young males assiduously and provide them with the mentoring and models they need.

Many of these accommodations are granted. The most common modification is extended time for test administration, although large print versions of tests, readers for tests, and other types of accommodations are also provided. When these accommodations are granted, many of those taking the tests with modifications are unaware that the score reports for such testing usually are sent to colleges or universities with a "flag" or other designation indicating that the test was given under nonstandard conditions. This nation currently embraces important social policy goals of allowing persons with disabilities to participate as fully as possible in society without having to face negative bias or stereotypes. For too long, many individuals with disabilities have had to confront unfair presumptions about their abilities to succeed in education and employment.
