Contacts FA66 - 14 May 2004 I will visit New Zealand 14-16 May to attend the inaugural meeting of the Australia-New Zealand Leadership Forum in Wellington. I announced the formation of the Leadership Forum last December in a joint statement with New Zealand Foreign Minister Phil Goff. The forum aims to ensure that the already close and dynamic relationship between the two countries continues to flourish. It will enable robust discussion of new approaches to the many challenges we both face. More than 30 prominent Australians and an equal number of New Zealanders will participate in the forum (complete list below). Those attending will be leaders of business, government, and community sectors with an interest in the bilateral relationship. Margaret Jackson, Chairman of Qantas, and Kerry McDonald, Chairman of the Bank of New Zealand, will co-chair the forum. Daryl Williams, Minister for Communications, Information Technology, and the Arts will also attend. The meeting will examine and debate aspects of economic, defence, political and social ties between Australia and New Zealand. Discussion will be held under Chatham House rules. I hope the occasion will help to focus on the strength of the relationship, and to underline that both countries have much to gain from continuing our already strong and co-operative links.

Extractions: In Article 11 of the CER Agreement, the Australian Commonwealth Government and the New Zealand Government agreed that the maintenance of domestic purchasing preferences was inconsistent with the objectives of CER, and agreed to treat Australian and New Zealand content equally in their government purchasing. Subsequently, the Australian State and Territory Governments joined with the Commonwealth and New Zealand in the Australia New Zealand Government Procurement Agreement (ANZGPA). Under the ANZGPA, the Australian (Commonwealth, State and Territory) and New Zealand Governments are committed to giving Australian and New Zealand goods, services and suppliers equal treatment and opportunity to compete on the basis of value for money in a "single trans-Tasman government procurement market". New Zealand's CER/ANZGPA commitments are consistent with the Government's globally non-preferential procurement policy. Some Australian jurisdictions maintain preference margins which may be applied against third country suppliers, but not New Zealand suppliers.

The country developed as Britain's "off-shore farm" and until the United Kingdom (UK) joined the European Economic Community in 1973, almost all New Zealand's exports, comprising mainly agricultural products, went to the UK. In the past 20 years, however, New Zealand has adapted to a changing world. The UK remains an important market, but it now shares that position with Australia, Japan, US, and Korea. New Zealand's agriculture and manufacturing industries have developed to suit the needs of diverse markets. Agriculture and forestry produce the highest export receipts of any sector in the New Zealand economy. Agricultural exports accounted for about 47 percent (FOB) of export receipts in 2002, reaching almost $14.5 billion, while horticulture exports accounted for over 7 percent of export receipts, or $2.1 billion. In 2002 forestry exports accounted for 12 percent of export receipts earning $3.7 billion (FOB) in overseas funds. Together, agriculture, horticulture and forestry accounted for over 65 percent of the export receipts.

The appearance of wood product substitutes further underlines the necessity of a globally competitive New Zealand industry. New Zealand also plays an active part in freeing up international trade. At the November 1997 APEC summit (Asian Pacific Economic Co-operation) in Vancouver it supported an agreement to fast-track the removal of import tariffs in the forestry and fisheries industries. While tariffs for forest products currently vary between zero and 11.5 percent, the agreement aims to have them all removed by 2004, well ahead of the 2010 deadline suggested in the GATT Uruguay round. New Zealand is Increasingly Reliant on Exports With a population of almost 3.6 million and a comparatively small manufacturing base, the size of the domestic market is restricted. The construction industry is the primary user of wood products. Annual housing starts for new residential dwellings have over the past five years fluctuated between 18,000 and 23,000, with a value of 2 to 3 billion NZ dollars.

World Trade Organisation (WTO) The recent establishment of ANZFA, which has responsibility for developing food standards for both Australia and New Zealand, raises a number of issues relating to trans-Tasman co-ordination and operational relationships. At present, the two countries have no particular requirement to consult with each other on Codex issues. In practice however, they have had close co-operation on a wide range of Codex issues, and have worked closely in the Commission and in the Executive Committee. Where interests are shared among the Quads group, these are supported by Quads members at Codex sessions. The OECD has 29 member countries, including New Zealand. It provides a setting in which to discuss and develop economic and social policy, and discuss the impact of national policies on the international market. International food safety and trade are areas in which the OECD has an influence on Codex and vice versa. As New Zealand is a member of both the OECD and the CAC, it is important that the views we adopt at meetings of either organisation are consistent with each other and promote the best interests of New Zealand.
