The spending restraint may be tested during the next few years because of government commitments in areas such as health care, education expenditures and Maori development, but government surplus is estimated to have risen slightly in the fiscal year ending March 2003. In September 2000, the New Zealand dollar fell to the lowest level in history of US$0.42, a parallel downward movement with the Euro, which fell 15% during the same period. Since that time the New Zealand Dollar jumped to an unprecedented high of US$0.59 in June 2003, also parallel to fluctuations of the Euro. The newfound strength of the New Zealand Dollar versus the U.S. dollar will make U.S. goods appear relatively cheap for the N.Z. customer, especially considering that during the same time period, the N.Z. Dollar tracked fluctuations in the Euro and actually depreciated against the currency of N.Z.s largest trading partner, Australia. If the recent appreciation in the N.Z. Dollar holds, U.S. firms can expect to benefit from Kiwis increased purchasing power of U.S goods, and relative cheapness of U.S. goods when compared with other trading partners.
