Extractions: One the most important developments in the 1990s is the broadening articulation of human rights. With the end of the Cold War, the scope of human rights now goes beyond the civil-political rights framework. Human rights violations are seen not only in relation to governments, but also in the context of the family, workplace, economic development, and societal practices, traditions and institutions. Human rights workers are now also from much more varied backgrounds than before. They work with child-welfare organizations, women's crisis centers, social development organizations, environmental advocacy groups, support institutions for disabled people and health organizations among others. They raise human rights issues in their fields of work, complementing the activities of human rights organizations, which focus on the protection of civil and political rights. In Asia, the crisis raises the issue of the rights of the poor and the accountability of government and business for the people's suffering. It also highlights the close relationship among human rights, democracy and development. It has broken the myth that economic upliftment alone can solve human rights problems. Amartya Sen argues that the "protective power of democracy" prevents the spread of cruel economic contraction.[

Thailand and Cambodia , the only two Asian countries where HIV infection rates are on the decline, are rare success stories that experts hope other countries will follow. "It is possible to turn around an epidemic. Governments can prevent millions of people ... from getting unnecessarily infected," Giovanni Deodato, an official from the World Health Organization, told an AIDS conference Monday. Health officials from eight Asian countries are in the Laotian capital Vientiane this week to discuss HIV prevention in the commercial sex industry, which accounts for a substantial share of infections in Asia.

In the wake of the crisis, corporate restructuring and re-organisation was delayed by a lack of effective insolvency procedures. Although having made considerable efforts to reform their insolvency regimes, many countries still lack essential elements for an insolvency framework, while implementation also remains problematic. Productive investments needed for a resumption of growth are being held up because investors are worried about a lack of protection for creditors in the event of financial collapse. Against this background, the Forum for Asian Insolvency Reform (FAIR) has been set up by the OECD in co-operation with the Asia-Pacific Economic Co-operation forum (APEC) and the Asian Development Bank (ADB), with assistance from the governments of Japan and Australia.

"The leaders during the Summit also signed the historic SAARC Social Charter which is the embodiment of many of the priorities identified by the UN Millennium Summit," said Rahim. He also outlined that SAARC has reconstituted Independent South Asian Commission on Alleviating Poverty (ISACPA) with "Our Future Our Responsibility" as the South Asian Roadmap for poverty alleviation.

More recently, it has provided a way to participate in the global market economy. Having struggled for many years to survive, these rural dwellers are eager to catch up and partake of the prosperity they see via satellite television. With few economic alternatives, they view the forest, and all the animals and plants therein, as the key to prosperity. In addition to being an important market, China is also a major processor of wild products. According to official statistics the United States, the European Union, and Japan account for 60 percent by value of wildlife imports world-wide. Total US imports of medicinal and culinary plant products recorded in 1995 amounted to 12.5 tons valued at US$42 million. China was the main source of those products. The need for cash continues to grow. Governments reeling from the financial crisis and trying to conform to the demands of the IMF have cut social services. Prices of imports have shot up and local prices have risen on their coattails. With limited options, people increasingly look to forest product sales to generate cash, and the result is a growing threat to the ecosystem.
