JOIN By Michael Liu In 1971 Boston's first Asian American demonstration about domestic issues was organized to preserve Chinatown against land takings by a local university-hospital complex. That thread continues today in the battle of several organizations to preserve Chinatown as a residential, social, and political center for the Chinese American community. The Free Chinatown Committee, community youth and college students, who organized that first demonstration, burst into the offices of the executive director of New England Medical Center to demand a halt to institutional expansion. They saw Chinatown as a refuge for Chinese Americans from an oppressive larger society, a neighborhood sheltering a low-income, immigrant population. They fought to preserve Chinatown against development as a form of self-defense for the population. While the Free Chinatown Committee disbanded, a victim of its members' organizational inexperience, many of its members went to join and form other groups. I Wor Kuen, an Asian equivalent of the Black Panther Party , began publicly organizing in the neighborhood. Others formed the Chinese Progressive Association and Asian American Resource Workshop. The neighborhood was changing from new immigration laws beginning in 1965. The population came from more diverse parts of Asia. Pressure from outside development, particularly Tufts-New England Medical Center, continued to afflict Chinatown.

The Asian American Institute serves as one of the leading organizations in the Illinois Asian American Hate Crimes Network , which monitors hate crime cases and mobilizes community members to show a presence during court hearings. Most recently, the Network took action to alert the community about the attacks on Asian American women, translate and disseminate flyers throughout the northern Chicagoland area, and advocate on the community's behalf to all the northern district police departments to become active in preventing further attacks. AAI was recognized by the Chicago Police Department and the Cook County State's Attorney for its efforts during this time. This year the Asian American community has taken a new step in advocating of its fair share of resources and representation. As a follow-up to a successful Candidates Forum in late 1998, the Institute launched a new effort, the Political Empowerment Initiative. Elected officials with a significant number of Asian American constituents were graded by a diverse, non-partisan panel of Asian American leaders who assessed the officials with regard to Asian American outreach, empowerment of Asian Americans (via appointments, public funding, hiring and slating), stance on Asian Americans and redistricting, and awareness of Asian American issues. The assessment report has garnered strong support from community members, and several public officials have requested meeting to discuss the panel's findings and how they might be more accessible to the community.

"Given the success of our hotline in helping to create access to legal services for mono-lingual Asian Americans, we wanted to offer immigrant communities in other parts of the country a practical guide for setting up a similar program in their cities," stated Jayne Park, Executive Director of APALRC. The handbook presents ten practical steps to guide any organization in developing its own legal referral hotline. The model and handbook were developed in response to specific findings made by NAPALC in its 2000 report entitled The Search for Equal Access to Justice: Asian American Access to Justice Project. Among the key findings were that in many parts of the country, Asian Americans lacked meaningful access to legal services because of language and cultural barriers. One of the report's recommendations was to develop a local "demonstration" project where there was a growing Asian American population, which could then serve as a model for serving the legal needs of Asian Americans in other parts of the country.

    Extractions: Wellesley, MA 02481 WELLESLEY STUDENTS PROTEST COLLEGE'S LACK OF COMMITMENT TO MULTICULTURALISM A diverse group of students at Wellesley College is protesting the institution's protracted neglect of curricular and student life issues concerning its largest minority population, Asian and Asian American students. Galvanizing this movement is the College's recent decision to deny tenure to Women's Studies Professor Elena Creef , the only Asian American specialist among the faculty. With this decision, Wellesley would not only lose a widely admired teacher, but it would also hinder the development of Asian American Studies . Even though the College publicly celebrates its commitment to curricular diversity, it offers very few courses in Asian and Asian American Studies. Apart from curricular concerns, for the last four semesters, the college has failed to employ and retain a candidate for an Advisor to Students of Asian Descent, a 15-hour/week position with no benefits. Last semester, concerned students took action by collecting over 500 signatures for a petition to raise the position to a full time job. Despite the fact that students of Asian descent comprise over 25 % of the entire student body, the College has refused to change the job description to respond to the students' needs.
