If the next 15 years in Asia even remotely mirror Europe over the course of the past 15, Hollywood's ultimate domination seems all but certain. Key to this success is the development of multiplexes throughout the region, a trend which nearly doubled Hollywood's European revenues in just over a decade.

Current law permits federal prosecution of a crime as a hate crime only if the act was motivated by bias based on race, religion, national origin, or ethnicity, and the assailant intended to prevent the victim from exercising a federally protected right. If this legislation is enacted, it would expand federal jurisdiction to include a broader set of bias categories. Second, the legislation would increase funds and support from federal law enforcement in the prosecution and investigation of hate crimes. While the undersigned organizations may have differing views on some of the substantive provisions of the draft Domestic Security Enhancement Act, we are all deeply concerned that anti-terrorism measures not erode basic civil liberties. To that end, we write to ask for your commitment concerning the procedures that the House of Representatives will use in considering the Administrations proposals, if and when they are presented to Congress. This legislation, like any proposal dedicated to reducing the risk of terrorism, should be considered calmly and deliberately with a determination to protect both national security and the liberties and freedoms at the core of the American way of life. Accordingly, we urge you to ensure that the House of Representatives follows normal parliamentary procedures when it takes up any new anti-terrorism legislation. The Administrations bill should not be considered until it has gone through the full OMB clearance process. The bill should be referred to the Judiciary and other appropriate committees on a schedule that provides adequate time for full and careful analysis. Those committees should hold extensive hearings, where the Administration can explain its views in detail and outside groups can respond, before marking up the bill. To ensure that the final legislation benefits from this careful review, the bill that is brought to the floor of the House should be the one that has been reported out by the appropriate committees.

Extractions: The Asian American Studies Institute and the Asian American Cultural Center will present a Day of Remembrance and Dialog on Feb. 19, at the Asian American Cultural Center, from 11 a.m.-12:30 p.m. It was on Feb. 19, 1942, that President Franklin Roosevelt issued Executive Order 9066, leading to the mass removal and detention of 120,000 Americans of Japanese ancestry in prison camps between 1942-1946. In 1988, the U.S. government enacted legislation calling for an apology and partial compensation to survivors of the camps. By that time about half of the 120,000 had already passed away. Guests at the Day of Remembrance include a former internee, a descendant of former internees, and others who were involved in the internment camps of World War II. The event will be an opportunity to engage in informal discussions about the lessons of internment and current concerns about constitutional rights, tolerance, prejudice, race and community relations. Additionally, as part of the National Collegiate Day of Remembrance, students and faculty may participate in a nationwide commemoration of the civil liberties violations and wrongful detention of Japanese Americans during World War II, through a multimedia and panel presentation, including video, poetry, dance, music and discussion, to be telecast live from San Francisco State University, at the Student Union, Room 378, from 2:30-4:30 p.m.
