Introduction As has been reported in Chapter II, 36 of the 42 U.S. retailers and manufacturers of apparel which provided reportable responses to the Department of Labor voluntary survey stated that they had adopted some sort of policy prohibiting child labor in overseas production facilities. These policies takes different forms, from formal public codes of conduct to provisions banning the use of child labor in contracts between the foreign producer and the importing U.S. corporation. The fact that U.S. retailers and manufacturers of apparel have adopted policies against the use of child labor in the production of garments is a positive step toward the objective of eliminating the use of child labor. Clearly, for such policies to be truly effective, there has to be a commitment on the part of all interested parties to implement them. Consequently, a central objective of this study is to assess the implementation practices of U.S. apparel importers that have policies regarding child labor. Through the voluntary responses to the survey instrument sent out to U.S. manufacturers and retailers of apparel and follow-up phone interviews with respondents, the Department of Labor learned a great deal about the implementation of codes of conduct from the perspective of the U.S. companies that import the garments and originate the codes. Although these companies have generally been cooperative, company officials responding to the inquiries were not always able to provide definitive explanations regarding specific aspects of the implementation of their policies.

The move appears to have been initiated last year when the Senate Finance Committee asked the U.S. International Trade Commission, an arm of the Commerce Department, to study the feasibility of an FTA with the U.S.'s fifth most important overseas trading partner. ITC economists began visiting Seoul in May to meet with counterparts in Corea's Ministry of Commerce, Industry and Energy. The economies of the two nations were complimentary, the ITC concluded. An FTA would boost Corean exports to the U.S. by 21% while boosting U.S. exports to Corea by 54%. The positive spin on the prospects for a bilateral FTA represents a turnaround in U.S. sentiment. As recently as December 7 U.S. Ambassador Thomas Hubbard had denied that a bilateral free trade pact was in the works. The Corean government too is ambivalent about an FTA. It would boost Corea's large manufacturers but would traumatize farmers, retailers, financial services companies and the entertainment sector, among others. Nevertheless, the ultimate long-term economic efficiencies that would result from an FTA will likely push Seoul to the negotiating table. From the U.S. standpoint, an FTA would cut the risk of losing ground in the region as East Asian economies move slowly but surely toward integration.

Perhaps the most important of these is that these relations have been largely one-way, and at America's expense. Nothing could be less true. The American economic stake in Asia, and the benefits to the United States from economic relations with Asia, are enormous. The U.S. Economic Stake in Asia Such "big picture" benefits to the U.S. economy translate into specific profits for U.S. exporting firms and into jobs for those employed there. Exports today account for some 20 percent of all U.S. industrial output, a figure that is nearly double that of only twelve years ago. In 1982 it was estimated that one in eight U.S. manufacturing jobs, some 4.9 million, was created by exports. Estimates for 1983 were that, of these, some 1.3 million jobs were created by U.S. exports to Asian markets alone. In addition to the benefits generated by trade, others result from direct investment. American private investment in Asia and the Pacific totalled about $30 billion by the end of 1981. As of March 1984 some 2,000 American firms had investments in Japan, the cumulative value of which was about $7 billion. This includes such joint manufacturing ventures as GM links with Isuzu and Suzuki Motors, and Toyota; wholly owned hi-tech subsidiaries; Corning Glass Works; and fast food franchises such as Shakey's Pizza, Colonel Sanders and McDonalds. There is approximately $6.5 billion in U.S. investment in the ASEAN countries; China, South Korea and Taiwan all provide attractive markets for U.S. capital.
