Informace Special Schools - Help or Harm for Romany Children? by Eva Sobotkova, Sasa Uhlova The 10th meeting of the R-Movement took place in Ostrava between the 16th and the 17th of January 1998. The topic of this meeting was "Romanies and Special Schools". Vladimir Mlynar, the new Czech Minister Without Portfolio and the chairman of the Inter-Departmental committee for the Matters of Romany Community, and Ms Tepla, the representative of the Czech Ministry of Education, were present. This indicates an active approach of the Czech government towards this topic. The meeting was organized by the "U Haldy" special school and the "Premysl Pitter Primary School", with the support of the University of Ostrava. The participants of the meeting had a chance to hear several interesting lectures, to see both schools, to learn something about their work and to take part in discussions. The main topic of those discussions was the problem of special schools: Is it necessary to retain as many of them as there are now, or should their number be reduced? The supporting arguments for maintaining special schools came in the main the side of people who work at those schools. Their main argument is that children from special schools get the extra care and attention which they could not get at normal primary schools because of the greater number of pupils and reduced attention from teachers. According to those who endorse them, special schools are attended only by pupils who need them, because they would not be able to keep pace with pupils at normal schools. Special schools are sufficient for Romany pupils because after there is the possibility of getting vocational training. Besides that, Romany children attend special schools among children from their own culture and under the supervision of sympathetic and unprejudiced pedagogues.

Add too few and why bother? George and Mary Ann Clark, husband-and-wife entrepreneurs, have spent the past seven years trying to find the balance. Last week, they started production on a carbonated milk-based drink called Refreshing Power Milk RPM and they already have orders coming in from school districts. Mary Ann Clark, a registered nurse, said she was pained to see children drinking cola and shunning milk when she worked in schools so she decided to do something about it. "If you take water and add carbon dioxide to make soda, why can't you do that with milk?" she asked. She and her biochemist husband started work on a carbonated milk drink in 1996 and founded Mac Farms Inc. in 1998. The company already sells eMoo, another carbonated milk drink. On Wednesday, in a factory with a barn-red roof and purple-and-yellow cow out front, the first batch of RPM was bottled.

Story Tools DALLAS, Texas (AP) A judge ended decades of federally mandated desegregation in the Dallas school district Thursday, saying the school system's racial divide has been healed. In a 40-page ruling, Judge Barefoot Sanders wrote that "the segregation prohibited by the United States Constitution, the United States Supreme Court and federal statutes no longer exists in the" city district. The ruling comes three months after hearings to decide whether the district was complying with the goals of a 1971 desegregation order, including ending unequal academic performance and unfair hiring practices. The order was prompted by a 1970 lawsuit by Sam Tasby, a black man who sued the district because his son was unable to attend an all-white school near his home and was bused to an all-black school farther away. Sanders concluded in 1994 that the school system had erased the effects of desegregation, but decided to monitor the district the nation's 12th largest with some 160,000 students for three more years. In 1998, he said the district had not fully complied with a set of guidelines.

Harassment and name-calling haven't vanished from the 900-student school. But its gay students and their straight allies are pleased to have a club of their own, a weekly forum to share worries, frustrations and laughs. For Michael Burgess, a sophomore who co-founded the club with some friends in the fall of 2000, it was partly an act of self-protection. "We were having a lot of problems," Burgess said. "Not one day passed that I wasn't being called a fag." Gay-straight alliances, or GSAs, first appeared in Massachusetts in 1989 and have spread rapidly coast-to-coast in recent years. About 1,000 of America's 26,000 high schools now have them, according to the Gay, Lesbian and Straight Education Network.

Nevertheless, homeowners in the western Pennsylvania district will see a 12.6 percent tax increase to cover school costs. "There is no fluff, no frills. There's nothing left beside the basic necessities," said Brett Lago, the city's business manager. Around the nation, Lago's counterparts tell a similar story in the face of rising costs and state budget troubles. "It's a pretty grim budget time, because the revenues are way off," said Bruce Hunter, director of governmental relations for the American Association of School Administrators in Arlington, Virginia. In Pennsylvania's Dauphin County, which includes Harrisburg, nine of 11 districts have said they plan to raise taxes. Five of the nine have proposed increasing tax revenue by 10 percent, the maximum allowed under state law.
