Held: AETC's exclusion of Forbes from the debate was consistent with the First Amendment. Pp. 4-16. (d) AETC's decision to exclude Forbes was a reasonable, viewpoint-neutral exercise of journalistic discretion [*6] consistent with the First Amendment. The record demonstrates beyond dispute that Forbes was excluded not because of his viewpoint, but because he had not generated appreciable public interest. There is no serious argument that AETC did not act in good faith in this case. Pp. 14-16. 93 F.3d 497, reversed. JUDGES: KENNEDY, J., delivered the opinion of the Court, in which REHNQUIST, C. Extractions: 1. Torts defamation First Amendment concerns. Where the First Amendment is involved in a case, the supreme court is obligated to make an independent examination of the whole record to make sure the judgment does not constitute a forbidden intrusion on the field of free expression; similarly, where the First Amendment right to free expression is at stake, the court applies a heightened standard of review. 3. Torts fair-report privilege when abuse takes place. The fair-report privilege exists even though the publisher himself does not believe the defamatory words he reports to be true and even when he knows them to be false; thus, abuse of the privilege takes place when the publisher does not give a fair and accurate report of the proceeding. 4. Torts fair-report privilege report must convey substantially correct account of proceedings. With regard to the accuracy and fairness of the report, it is enough, for purposes of the fair-report privilege, that it conveys a substantially correct account of the proceedings; although it is unnecessary that the report be exhaustive and complete, it is necessary that nothing be omitted or misplaced in such a manner as to convey an erroneous impression.

Extractions: A WHITE HOUSE MILLENNIUM COUNCIL PROJECT The National Commission on Libraries and Information Science and Sister Cities International have embarked on a major initiative, Sister Libraries: A White House Millennium Council Project. The initial goal is for public and school libraries in the United States to pair with others worldwide, focusing on programs specifically planned for children and teenagers. Participating libraries, such as the ones listed here, receive recognition and designation as official White House Millennium Council Sister Libraries, but the project does not provide funds for staff, equipment or materials. Many Sister Libraries are in locations that are already affiliated through Sister Cities International, an organization for sister city, county and state programs in the United States. SCI is the official agency that links communities from the United States with communities worldwide. The Sister Library programs will do much to encourage multicultural exchange and broaden international understanding enabling young people to appreciate more fully their own place in, and impact on, the world of today and tomorrow!
