Before enrolling their child in any of the online charter schools in Arizona, parents should realize that by doing this, their child becomes a public school student who studies at home, rather than a homeschooler. This distinction is what requires the online charter school students to take all the standardized tests, including AIMS, that are mandatory for other public school students. I certainly did understand how virtual charter schools work. I object to the way the schools are marketed. Virtual charter schools add a layer between the parent and the child. The child is no longer directly accountable to the parent, the parent is no longer directly in charge of the child's education. Instead, the child is directly accountable to the agency administering the virtual charter school program, via the parent, while the parent is overseeing the child's education, following whatever curricula, methods, and reporting are required by the virtual charter school. This is what I meant by the significant change for homeschooling in the state - I know parents who use these virtual charter schools, and they fully consider themselves to be homeschooling. It is this issue of confusion that is the problem, whether it is the parents themselves who don't fully understand what it is they are doing (public schooling at home), or it is legislators who assume that these parents are indeed homeschooling.
