Teaching Cases: New Approaches to Teacher Education and Staff Development A Program That Supports the Development and Use of Cases in Education Developed and tested by WestEd Patterned after a method long used successfully to prepare lawyers and business professionals, case discussions in education focus on detailed scenarios written about the real life experiences of teachers or administrators. WestEd's use of cases is based on the recognition that the work of educators, also, is informed not only by research but by experience. Because cases reflect reality, they help teachers learn to connect theories and concepts to the complex, idiosyncratic world of practice. Discussion of cases enhances analytic thought, reflection, inquiry, and, with some cases, content knowledge. In the math cases project, teachers develop this capacity through the careful and exciting process of reflection and inquiry generated by facilitated discussions with other teachers about math cases that portray real-life teaching dilemmas. In one case, for example, a student asks the teacher: "How can 100 percent of something be just one thing?" The question, itself, can give a teacher pause. Although most of us would agree that 100 percent means the whole thing or "one," the concept can be confusing. If you poll 23 people and 100 percent respond that they like toothpaste, does 100 percent mean 23 or 1? What seems obvious on the surface is really quite complex when you're trying to promote understanding of a concept and not just memorization of a rule.

Staff development is widely recognized as one of the most important elements contributing to successful implementation of new technology programs (NSBA, 1995). This section deals with the issues of providing training and support to teachers, staff and administrators in the K-12 setting. Beginning staff development is a general term, often used to indicate the structured or unstructured process by which educators expand their knowledge, skills, abilities or experience to further their effectiveness (OTA, 1995). District technology plans tend to devote considerable attention to staff development (NSBA, 1995). Technology plans for many Arizona school districts strongly state the need for staff development. Research indicates the need for a new model of staff development across the curriculum, shifting from isolated "one shot" instruction to a model that allows educators to see actual methods used in classrooms, trying out new techniques and getting feedback on their efforts, and by observing fellow teachers (OTA, 1995). To use technology effectively, educators need more than technical training on how to operate equipment and software. In order to sustain the use of technology, teachers and other staff members need hands-on learning, time to experiment, easy access to equipment and availability of support personnel who can help them be effective users of technology (OTA, 1995). Staff development also needs to take place in the context of practice (Ringstaff & Yocam, 1994).

Extractions: Tucson, Arizona Tucson Unified School District (TUSD) serves approximately 60,000 students, of whom about 40 percent are Hispanic. The district has adopted a policy of home-language maintenance to ensure the academic success of students who have limited English proficiency while building a strong foundation for learning English. This district policy provides a welcoming environment for a new program developed by the TUSD Title I staff called Descubriendo La Lectura (DLL). DLL is a Spanish-language reconstruction of the Reading Recovery (RR) program, which has a well-documented record of supporting the early success of at-risk beginning readers in English. DLL was developed to provide strong support for early Spanish literacy by using the same proven enrichment strategy with Spanish speakers that was being used with English speakers. TUSD Title I staff became interested in a Spanish version of RR because one of their goals was to support children who were having difficulty learning to read, and many in their district learned to read first in Spanish. Title I specialists felt that Reading Recovery's premise that the most powerful teaching builds on children's competencies was consistent with the district's policy of using a student's primary language for initial literacy instruction. TUSD hired a Teacher Leader trained at the Reading Recovery center at The Ohio State University to begin training local bilingual teachers in the basic approach. These teachers then became part of a team that created

In Illinois these are called Regional Offices of Education. In Michigan these are called Intermediate School Districts. In that case, ISDs have boundaries that overlap regular school districts and have their own taxing authority. In New York and Colorado these agencies are called BOCES which stands for Board of Cooperative Educational Services. Texas has 20 Education Service Center Regions. If you don't know how to access assistance from these agencies, click here to link to the Council of Chief State School Officers (CCSSO) which can connect you to the state board of education in your state. You should be able to find out there if such agencies are in your state. The only USA exception is Hawaii which has one school district for the entire state and so, the state provides the assistance directly.
