As a result of the Paretages of 1278 and 1288, control of the country was split between the Spanish Bishop of Urgell and a nominee appointed by the King of France (initially the Count de Foix) and subsequently by the French emperors and presidents. The country was therefore a co-principality, with two heads of state jointly sharing power the readiness of both sides to compromise allowed this unique arrangement to last intact until the late 20th century. Although the inhabitants of Andorra were not consulted, they were prepared to accept a deal that guaranteed their security and national integrity. His son, Louis the Pious, presented the area's inhabitants with a charter of liberties. The earliest known document concerning Andorra is an order in 843 from Charlemagne's grandson, Charles II, granting the Valls d'Andorra (Valleys of Andorra) to Sunifred, Count of Urgell, from the nearby Spanish town of La Seu d'Urgell. The Act of Consecration for La Seu's cathedral, which dates from around 860, confirms Andorra's parishes as part of the count's territory. The country's first constitutional documents, the Paretages (the Acts of Joint Overlordship), were drawn up in 1278 and 1288 to settle conflicting claims of seigniorial rights made by the Catholic Bishop of Urgell and the Count of Foix in France. These agreements, under which the bishop and count agreed to share sovereignty, form the basis of Andorra's government to this day and are among the oldest such documents still in force. The peculiar political equilibrium created by the arrangement saved Andorra from being swallowed up by its powerful neighbours despite recurrent tensions between the co-princes and the powers they represented. After the French Revolution, France - as inheritor of the lands and prerogatives of the Count of Foix - abolished all feudal rights, including the role of the French head of state in Andorran affairs. This was reinstated by Napoleon in 1806, at the request of the Andorrans, who feared Spanish hegemony.

A constitution ratified and approved in 1993 changed this, however. The constitution establishes Andorra as a sovereign parliamentary democracy that retains the two Co-princes as its heads of state. The fundamental impetus for this political transformation was a recommendation by the Council of Europe in 1990 that, if Andorra wished to attain full integration into the European Union (EU), it should adopt a modern constitution which guarantees the rights of those living and working there. Under the 1993 constitution, the Co-princes continue as heads of state, but the head of government retains executive power. The two Co-princes serve equally with limited powers that do not include veto over government acts. They are represented in Andorra by a delegate. Each Co-prince, the President of France and the Bishop of Seu d'Urgell, maintain supreme authority in approval of all international treaties with France and Spain, as well as those dealing with internal security, defense, Andorran territory, diplomatic representation, and judicial or penal cooperation. Although some view the institution as an anachronism, the majority sees them as both a link with Andorra's traditions and a way to balance the power of Andorra's two much larger neighbors.

No major historical works mention Andorra (with one exception), and all of the following is the result of painstaking research of translated sources. Pre-Charlemange Charlemange Parliament The French Revolution ... The Modern Era Pre-Charlemange Andorra was part of the Roman Empire in it's heyday (the Roman Empire, not Andorra), although not mentioned in any of the secondary sources which I consulted. When Rome fell, Andorra became a gateway for the northern barbarian tribes to pass from the Roman provinces of Gaul into the provinces of Iberia. Several of the tribes left traces of their passing through (discarded McDonalds wrappers, etc.), including the Alans, the Visigoths, and the Vandals. By the time the Moors appeared in Andorra (having come north through Spain via North Africa), the populace of Andorra was predominantly Christian, with a few pagan hold-outs in the more remote parts. The six parishes of Andorra are first mentioned in records of the Church in the Acts of Consecration of the Cathedral of Seu d'Urgell in 839. The inhabitants of Andorra were very hostile to the Moors, and welcomed the liberation of their country by Charlemange. Local legend has that Charlemange quartered in the village of El Puy d'Olivesa during his campaign against the Moors.
