Before the war, both Congress and President William McKinley renounced any intention to annex Cuba. "I do not speak of forcible annexation," McKinley said in a message to Congress, "because that is not to be thought of, and under our code of morality that would be criminal aggression." Despite the pre-war rhetoric, the Spanish-American War ended with a treaty that ceded to the United States control of Cuba, Puerto Rico, Guam and the Philippines. Only Cuba was promised eventual independence. The strong anti-imperialist sentiment that preceded the war and inspired wartime slogans presented problems after the war to those who supported annexation of Spain's former colonies. During the colonization of the Philippines, which required a protracted war and provoked the most heated opposition within the United States, Independence Day was used to mark transitions in U.S. rule. The first civilian U.S. government was established in the Philippines on July 4, 1901, and President Theodore Roosevelt declared the Philippine-American War over on July 4, 1902. The symbolic use of the Fourth of July masked the establishment of a colonial government and the defeat of the Philippine Revolution for independence, the very opposite of what the date signified in U.S. history.

This source of information represented the single most prolific and productive category of intelligence obtained and acted on by Union forces throughout the Civil War. In 1862, Frederick Douglass wrote: The true history of this war will show that the loyal army found no friends at the South so faithful, active, and daring in their efforts to sustain the government as the Negroes-. Negroes have repeatedly threaded their way through the lines of the rebels exposing themselves to bullets to convey important information to the loyal army of the Potomac. Black Dispatches resulted from frontline tactical debriefings of slaveseither runaways or those having just come under Union control. Black Americans also contributed, however, to tactical and strategic Union intelligence through behind-the-lines missions and agent-in-place operations. Two such Union agents functioned as long-term penetrations of Confederate President Jefferson Davis's "White House" staff in Richmond, Virginia. Even such a prominent woman as Harriet Tubman, best known for her activities involving the "underground railroad," played an important role in Union intelligence activities. The value of the information that could be obtained, both passively and actively, by black Americans behind Confederate lines was clearly understood by most Union generals early in the war. Popular recognition of this was also apparent through a stream of articles and stories in the Northern press during the war. Gen. Robert E. Lee, commander of the Confederate Army of Northern Virginia, was equally aware, and in May 1863 he said, "The chief source of information to the enemy is through our Negroes."

Extractions: Just 10 miles east of Dalton in Murray County is the Chief Vann House, home of Cherokee Indian Chief Joseph Vann, who recruited Moravian missionaries to teach the tribe's children. The only mansion built by an American Indian, the Vann House has a fascinating cantilevered stairway. These sites and more can be found along Georgia's Chieftan's Trail Three decades later, the area endured the agonies of the Civil War. Confederate hospital and manufacturing facilities were located in Dalton, and in May, 1864, General Sherman's fiery Atlanta campaign began when his Union troops met Johnston's Confederates at Tunnel Hill, Dug Gap and Rocky Face. Extractions: Abstract T his original map was printed in 1777 in England during the Revolutionary War. Appearing in Gentleman's magazine, it measures 8" by 12 1/2". It is in excellent condition and represents a rare artifact from the War of Independence. T his map is historically significant because it depicts England's greatest successes during the campaign of 1776. In particular, it highlights the battles of Long Island and White Plains. T he map is also unusual in that it shows battle losses by America's greatest military commander, George Washington. Various places on the map are imprinted with such captions as: "Gen. Howe Landed Aug. 22"....."Provincials defeated Aug. 27"......"Retreat of the Rebels"...."Provincials drowned here" (near the Red Hook area of Brooklyn). G reat Britain placed General William Howe in charge of the greatest army England ever sent overseas, forces superior to any the Americans could put in the field. In June of 1776 a large British war fleet led by Gen. Howe sailed into New York harbor, the forerunner of an ambitious invasion plan. A month later an army of 10,000 men landed on Staten Island, unopposed by the Americans. All during July and August British reinforcements continued their build-up until Howe was in command of a combined force of 32,000 men, of whom 9000 were German mercenaries.
