Extractions: As early as 1965, the Samoan Director of Education mandated Samoan be taught to levels 1-4 in public schools. The concern at that time was the apparent deterioration of some of the basic Samoan courtesies expected from students. It should have started in Early Childhood Education, but the thought was nevertheless important in later thought about the place of Samoan in the Department of Education's Language planning. At about this time, television was a medium of instruction in public schools, and it was a convenient method for the non-Samoans in particular. The course included reading and writing. During the 1970s, levels 7 and 8 were added. The high school program included Samoan as an elective. In the latter half of the 70s, the government of American Samoa through the Department of Education (DOE) launched a very aggressive bilingual program in public school s with federal funding. Much of the funding was used for developing instructional materials, training personnel, and providing workshops. Some of the workshops and fact finding missions were conducted in the independent state of Western Samoa, which at that time had a very strong program going in all public schools from kindergarten through high school. Toward the end of the 1970s, the Samoan Studies section of the Department of Curriculum and Instruction (DCI) was developing a separate Samoan curriculum to be offered to Levels 1-12. By the mid-80s, the DCI began to shift its focus from bilingual programs to development of monolingual programs in Samoan for all levels. This section of the DCI has at this time changed its name to Samoan Studies. An ambiguity in the latter title as well as the nature of the instructional materials thus far developed are slowly giving preference to Samoan Language Arts and Culture (Gagana ma Aga a Samoa) as a more appropriate title.

Extractions: Fagatele Bay National Marine Sanctuary comprises a fringing coral reef ecosystem nestled within an eroded volcanic crater on the island of Tutuila, American Samoa. This smallest and most remote of all the National Marine Sanctuaries is the only true tropical reef in the Program. Fagatele Bay provides a home to a wide variety of animals and plants, that thrive in the protected waters of the bay. The coral reef ecosystem found in the Sanctuary contains many of the species native to this part of the Indo-Pacific biogeographic region. Turtle, whales, sharks and the giant clam all find refuge in this protected area. Fagatele Bay National Marine Sanctuary was designated in 1986 in response to a proposal from the American Samoa Government to the National Marine Sanctuary Program. The Sanctuary program protects and preserves natural and cultural resources in areas of special significance in the oceans and Great Lakes of the United States. There are 13 Sanctuaries in the program ranging from Stellwagon Bank off Cape Cod to the Channel Islands in southern California. Extractions: Freycinetia The American Samoan Islands are a group of seven islands, five volcanic and two atolls, in the South Pacific between the Hawaiian Islands and New Zealand. Three of those islandsOfu, Olosega, and Taucomprise the Manua island group, where the Manuan culture is closely linked to a vine the locals call 'ie'ie. The vine, Freycinetia reineckei, is in the Pandanaceae family. Members of this family are typically lianas, which are woody climbing vines, and dioecious, meaning that the male pollen-bearing anther and the female pistil are located on separate plants. The people of the Manua islands use the roots of the vines to weave fish traps called 'enu. The roots are used because they can withstand repeated submersion in seawater. The traps catch a small fish called I'a sina, which migrates to the islands several times a year. Local culture demonstrates the close relationship between the 'ie'ie vine and the peoples of Manua through fishing techniques, songs about fish-trap weaving and fish migration, and other cultural practices. Because the vine has become so scarce on the islands, there are presently fewer than five elders who know how to weave the fish traps. During a recent field trip to the Manua islands, ethnobotanists filmed one of the Manuans weaving a fish trap in order to document and preserve the artform. Although hurricanes and other natural disasters sometimes take their toll on population distributions, the activities of humans have influenced this particular plant's decline.
