Extractions: Honorable Members of the State legislature Ladies and Gentlemen: In October 1969, Mr. James Harper, Director of Regional Schools for the State of Alaska, requested the State Commission for Human Rights to do a study of the William E. Beltz School in Nome. The request arose out of the concern which Mr. Harper and the Commission shared over the suspension of a number of students for drinking offenses. However, both the Commission and Mr. Harper felt that a comprehensive survey of the operation of the school should be made, since the successful education of our Native youngsters is of vital importance to the State, and since a knowledge of the successes and failures of Beltz could be applied to other regional schools as they open throughout the State.

Williamson McDiarmid, and David Hagstrom ABRIDGED EDITION Institute of Social and Economic Research Center for Cross-Cultural Studies University of Alaska October 1985 ISBN 0-88353-037-6 ISER Report Series No. 57 ABSTRACT Purpose This report describes the educational programs that Alaska's small rural high schools offer, identifies educational problems these schools face, and examines the strategies that districts and schools have devised to strengthen these schools. Methods We defined a "small rural high school" as a high school with fewer than 100 students located in a community of fewer than 1000 residents. Major Findings Most rural communities want the village high schools; at the same time, they also want some type of boarding school option. As a consequence of replacing the boarding school system with the village high schools, graduation rates have increased dramatically. The drop out rate from village high schools is half the national average. Some small high schools offer a high quality educational program well adapted to the local circumstances and community priorities. Others are having serious problems.
