We, as parents, expect the Legislature to rise to the challenge of fully funding a high quality education for each and every child in Alaska. Yet, over the last 10 years, the Legislature has allowed inflation and rising costs to outpace funding. On a per-student basis, schools have lost 17-20 percent of their purchasing power. So if it seems like schools have continually cut back - they have. The cuts have taken many forms, including streamlining course offerings, limiting advanced classes, deferring textbook purchases, increasing class size, reducing library and support services (counselors and tutors), increasing lab, supply and activity fees, eliminating art and music programs, and the list goes on. Each school district in the state has attempted to creatively provide a good education for students, despite the erosion in purchasing power. There is a limit to what can be done. We've passed the point where creativity and dedication can overcome economic reality. Sacrifices of staff and parents can no longer bridge the gap between what is needed and the money available.

More than 500 attendees from 42 states and the District of Columbia flocked to Washington for the occasion. Half of the participants were people who work on the front lines of school-based health care250 health center staff and community organizers. The other half reflected interest from all quarters, including educators; health care institutions; private funders; community organizations; and local, state, and federal governments. "It's wonderful to see all this energy collected in one place," said Christel Brellochs, director of the School Health Policy Initiative, which is based at Montefiore Medical Center in New York. "This conference is a catalyst that's going to propel a broad range of players with a lot of common aims to a new level of collaboration."

Funding History Fiscal Year Appropriation Fiscal Year Appropriation The Inexpensive Book Distribution Program is directed at preschool, elementary, and secondary students. As a result of the National Literacy Act Amendment of 1991, the program places a selection priority, for new grantees, on children with special needssuch as low-income children, children at risk for school failure, children with disabilities, emotionally disturbed children, foster children, homeless children, migrant children, children without access to libraries, institutionalized children, incarcerated children, and children whose parents are institutionalized or incarcerated. Since the Literacy Act passed, 35 new projectsthat serve over 20,000 childrenhave been added to the 3,000 previously funded projects. The Administration's proposal for reauthorizing the Inexpensive Book Distribution Program would encourage local capacity building by limiting the number of years projects can receive funding, and give priority to new projects serving children with special needs.
