AKLegislature.com: Murkowski: Resources Can Pay For Education t include vouchers, which are state funds parents can use public or private school, in his education plan because they are unconstitutional in alaska. http://alaskalegislature.com/stories/090102/murkowski.shtml
Extractions: Home 2002 News Murkowski: Resources can pay for education Web Posted: September 1, 2002 By JOANNA MARKELL If elected governor, Frank Murkowski would use revenues from state timber sales and mining operations to fund an endowment for education and Alaska's young people, he told a Juneau audience Friday. He said he'd also emphasize parental involvement and measures to attract and retain teachers. Murkowski, Republican candidate for governor and a U.S. Senator, unveiled his education plan in a speech to the Juneau Chamber of Commerce on Friday. Lt. Gov. Fran Ulmer, his Democratic opponent, has said education would be her No. 1 priority. Murkowski's plan would establish an Alaskan Youth and Education Endowment Fund, paid for with revenue from state timber sales and mining royalties. He would work to create a 1 million acre state forest in Southeast Alaska and encourage state investment in mining infrastructure to raise revenues, he said. "There's a lot of work to be done on it, but I think it is a rational, motivative approach," he said. "It will connect Alaskans with something that is paramount and that's our children and education." The fund wouldn't replace legislative appropriations for education, but add to them, he said.

Extractions: Education is the key to independence and future success; it is critical to obtaining work, and affects how much money one can earn. Before the passage of the Individuals with Disabilities Education Act (IDEA) in 1975, which granted all children with disabilities a free, appropriate public education, many children with disabilities did not attend school because the buildings or class activities were inaccessible. Even now, 22% of Americans with disabilities fail to graduate high school, compared to 9% of those without disabilities. The National Organization on Disability (N.O.D.) believes that with enforced legislation, accessible classrooms, the respect of educators, and advances in assistive technology, students with disabilities can close that gap, and offers resources and information to assist in that effort.

We need teachers skilled in using computers as a powerful teaching tool, and many more teachers well-versed in teaching English as a second language. Our teachers need to teach to a higher level of achievement, and be prepared to teach all of America's children-the gifted and talented, our many new immigrants, the college-bound achiever, and the disabled child who is learning so much more because he or she is now included."

The goal of the workshop was to develop guidelines to help public librarians examine how they respond to the specific informational, educational and cultural needs of their Alaska Native users and communities. These Guidelines are predicated on the belief that culturally appropriate service to indigenous peoples is a fundamental principle of Alaska public libraries, and that the best professional practices in this regard are associated with culturally responsive services, collections, programs, staff, and overall library environment.
