Jim Brady is currently a spokesman for therapeutic riding and he has been riding since his recovery from a gunshot wound he received during the assasination attempt on President Reagan in 1991. Theraputic riding programs exist in every state under the guidance of the North American Riding for the Handicapped Association (NARHA). In 1985, Rita Mendal began Special Equestrians at Oak MountainRiding School with five riders, ten volunteers and instructor Pam Abdulla.Since that time,the program has grown to include eightyeight riders, two instructors and over 100 volunteers. Special Equestrians lease their own riding facility. It is located on the beatiful campus of Indian Springs School on Highway 119. For people with disabilities, time spent on horseback is much more than a relaxing afternoon ride. On horseback, those with physical impairments can experiance a freedom of motion not attainable on the ground. Riding both stimulates and relaxes muscle groups, builds muscle tone and can improve balance and coordination. Another advantage is the beatiful countryside and scenery the students get to experiance while riding the horse.

In our field, there are numerous techniques that are frequently and extensively used despite the fact that these strategies are ineffective (e.g., follow-along reading, time out, classroom competition, punishment). This workshop will demonstrate these strategies and explore the reasons why they simply do not work. The second half of the seminar will outline twelve unique and field-tested techniques that can be used by parents and professionals to modify and improve children's behavior and performance.

One of the major issues addressed by the legislation is the quality of teachers for children with special needs. IDEA 97 requires students receiving special education services to be educated with their non-disabled peers to the maximum extent practicable. As a result, according to a 2001 report from the Study of Personnel Needs in Special Education, 75% of students receiving special education services spend 40% or more of their day in general education classrooms. Consequently, 96% of general education teachers currently teach, or have in the past taught, children with special needs. How have states responded to the challenge to prepare general education teachers to meet the needs of students with special needs? But a case decided February 21, 2001 by the U.S. Supreme Court said basically that a state employee cannot sue their state employer for money damages under Title I of the ADA, the Act's Employment Section, because the Eleventh Amendment provides immunity. The fact that the University of Alabama was involved sounds like it is an education case, but it is not. It is an employment case. First, what does this decision not do? It does not prevent a parent from using the ADA in any of the advocacy steps that we describe in our Manuals, Newsletters and Conferences. It does not prevent a parent from suing a local school district (not a state education agency) under the ADA. It does not prevent a parent from suing the state education agency under Title II of the ADA, Public Services.

But he didn't have trouble letting his paddling partner, Monica Burks, know he prefers being in the water more than in a canoe. Burks tipped over their canoe so McCord would have a chance to float in the murky water of a lake at Oak Mountain State Park. "I don't think he was very amused by the canoe," said Burks, an 18-year-old Hueytown High senior and member of the school's softball team. "He was just like 'water, water, water.' He likes to swim a lot, so I think it was more him wanting to get in the water than in the canoe." The canoeing adventure was a part of a Paddling Partners program that paired special-needs students from Hueytown High with members of the softball team. For three weeks, members of the softball team and special-needs students learned water safety and canoeing, first in the school gym, then at a Bessemer YMCA pool and then at the lake Thursday. The goal of the Paddling Partners program was to build relationships between students with special needs and regular students, said Wanda Westbrook, adaptive physical education specialist for Jefferson County Schools.
