U.S. 41 Business and Bridge Expansion Project Background Improvements to the Hatchett Creek Bridge on the north end of the island, the South Bridge and U.S. 41 Business have been in the planning stages for nearly a decade. These improvements have been deemed necessary by the Florida Department of Transportation, Sarasota/Manatee Metropolitan Planning Organization and the citizens of Venice. The public hearing phase of this project took place in 1992 and 1993 with much participation from members of the community. Some reasons which determined this need include: LEVEL OF SERVICE . For many years, FDOT has used a scientific method of determining a road's level of service. For six months out of the year, U.S. Business 41 goes from an acceptable C rating to an unacceptable F rating. INCREASE IN USE . Although a large growth in population is not expected on the island in the future, growth is taking place in South County. With a current population of nearly 90,000 people living in the area, who come to the island to shop, eat at restaurants, attend church services and use the beach, the problem will not go away. WHAT WILL BE DONE DURING THIS PROJECT?

Extractions: by Regina Hackett Sometimes you don't need an art critic. You need a holistic detective and master of all things alternative, such as the famously fictional Dirk Gently, narrator of Douglas Adams' Long Dark Tea-Time of the Soul. In the novel, Gently takes a break from his planet-hopping adventures to ponder a subject in which he is reluctantly expert: The aesthetics of airports. "It can hardly be a coincidence that no language on earth has produced the expression, 'Pretty as an airport.' Airports are ugly. Some are very ugly. Some attain a degree of ugliness that can only be the result of a special effort. This ugliness arises because airports are full of people who are tired, cross and have just discovered that their luggage has landed in Murmansk." Some of you, reading this, may object. A novel published in 1989 can hardly shed light on the reality of airports today. Ugly they may still be, but they are also bristling with surveillance. Constant surveillance has a way of waking the tired traveler up. Even nuns must remove their shoes and be ready to assume the position. If, as Socrates is said to have observed, "The unexamined life is not worth living," then life is precious at airports, where everyone, no matter how insignificant or unattractive, can count on being the focus of somebody's undivided attention. Enter Jolene Culler, aviation art program manager for the Port of Seattle's Sea-Tac Airport. It's her job to alleviate the doom and gloom with art.

Extractions: According to Renneke, the projected total cost of the Airport Improvement Program is $2.9 billion, which includes the $1.3 billion cost of the North, South, and Central Terminal Buildings, as well as the $1.6 billion cost for the roadways and parking garages. The art budget is approximately $3.8 million for the North Concourse, and $10 million overall. A city of San Jose ordinance mandates that 2 percent of any eligible capital improvement project be set aside for public art. This budget was a concern to several residents who attended the recent community meeting. One community member was concerned that the cost of the Airport Improvement Program might result in increased landing fees and ticket costs, which would make it less competitive with other Bay Area airports.

Extractions: With an estimated construction cost of $6.5 billion, the Central Japan International Airport (CJIA) is one of the largest infrastructure projects in Japan. CJIA is being built on a man-made island 2-3 km offshore of Tokoname City, Aichi Prefecture, which is 30 km south of the City of Nagoya. As Japan's third largest international airport, CJIA will open with a single 3,500 meter runway on a 500 hectare island and is expected to handle 12 million passengers a year and future expansion calls for two 4,000 meter runways on a 900 hectare island. The Central Japan International Airport Company (CJIAC) , the commissioning entity for the airport, was established in May 1998. Reclamation work began in August 2000 and construction work on the passenger terminal building and other airport facilities began in early 2002. The entire project is scheduled to be completed by March 19, 2005, though the airport may open early to handle pavilions associated with the upcoming Expo 2005 Aichi. CJIA, which is covered by the U.S.-Japan Major Projects Arrangements (MPA), has become one of the most successful projects in Japan for U.S. business. American architectural design and engineering firms have successfully participated in 15 CJIA tenders, including the basic and execution design of the passenger terminal building and the planning of the information/security system. While not large in dollar terms, these contracts represent the greatest degree of U.S. success on a Japanese public works project of this magnitude.

At the talks the DPRK showed maximum magnanimity, clarifying its transparent will to scrap its nuclear program according to a proposal for a simultaneous package solution aimed to denuclearize the Korean peninsula and advancing fair and flexible proposals for implementing measures for the first-phase actions, the statement stressed, and went on: However, the U.S. reiterated its old assertion that the DPRK should abandon its nuclear program first. It also asserted that it can not normalize relations with the DPRK unless missiles, conventional weapons, biological and chemical weapons, human rights and other issues are settled even after the DPRK's abandonment of all its nuclear programs.
