There is no Constitution; a series of "basic laws" provide for fundamental rights. The legislature, or Knesset, has the power to dissolve the Government and limit the authority of the executive branch. Following Labor Party Prime Minister Ehud Barak's resignation in December 2000, voters elected Likud Party leader Ariel Sharon Prime Minister in a February general election. Sharon took office in March as the head of a broad "unity" government that includes the Labor Party, the largest bloc in the Knesset. The judiciary is independent. Since its founding in 1948, Israel has been in a state of war with most of its Arab neighbors. Throughout its existence, Israel also has experienced numerous terrorist attacks by a number of terrorist organizations that have had as their stated objective the elimination of the Israeli State. With the onset of the "Al-Aqsa Intifada" in September 2000, there was a dramatic escalation in the level of violence directed against Israelis. The number of terrorist incidents, and Israeli casualties due to such attacks, rose sharply during the year compared with the previous year. Israel concluded peace treaties with Egypt in 1979 and with Jordan in 1994, and a series of agreements with the Palestinians beginning in 1993. As a result of the 1967 war, Israel occupies the West Bank, the Gaza Strip, East Jerusalem, and the Golan Heights (the human rights situation in the occupied territories is discussed in the annex appended to this report). The international community does not recognize Israel's sovereignty over any part of the occupied territories.

Many employers expect long hours of dedication from their IT staff while paying the lowest possible wages for their services. Younger entrants into this profession tends to be manipulated into working the demanding schedules required by their companies. More seasoned people tend to balance a career with their family life. Consequently, that choice is what is actually being attacked. I see stability in in 40+ employees that are not there with younger entrants. For example, younger entrants tend to utilize their employers to gain the necessary training or experience to run or manage networks. Once they have gained this knowledge or expertise they leave for higher paying management positions. This results in higher turnover, and increased training costs. A 40+ person who can perform the same responsibilities will require higher salaries, but you won't have the high turnover, or continue wasting your training budget. David

One such law is the Age Discrimination Act of 1975. WHAT IS THE AGE DISCRIMINATION ACT? The Age Discrimination Act of 1975 is a national law that prohibits discrimination on the basis of age in programs or activities receiving Federal financial assistance. The Age Discrimination Act applies to persons of all ages. It does not cover employment discrimination. (The Age Discrimination in Employment Act applies specifically to employment practices and programs, both in the public and private sectors, and applies only to persons over age 40. Complaints under the Age Discrimination in Employment Act should be sent to the U.S. Equal Employment Opportunity Commission, Washington, D.C. 20506.) The Age Discrimination Act and DHHS age regulation (which can be found at 45 CFR Part 91) do apply to each DHHS recipient. LCHR handles complaints of employment discrimination based on race, color, religion , sex, disability, age, sickle cell trait, pregnancy, child birth and related medical conditions. Your employer must have a minimum of 20 employees to file a complaint under race, color, sex, national origin, religion and disability in employment discrimination. The SHPO National Historic Preservation Act . The act required that each state establish a SHPO and that the governor of each state appoint an officer to oversee the preservation activities. Each year Michigan receives a Historic Preservation Fund grant from the National Park Service to operate its program. The Michigan SHPO identifies, evaluates, registers, interprets and protects the state's historic properties. Michigan's SHPO was established in the late 1960s. Its main function is to provide technical assistance to local communities in their efforts to identify, evaluate, designate, and protect Michigan's historic resources. The SHPO also administers an incentives program that includes state and federal tax credits and pass-through grants available to Certified Local Governments. The SHPO works closely with the Office of the State Archaeologist to accomplish its goals. The SHPO is led by the state historic preservation officer, who is designated by the governor to carry out provisions of the Historic Preservation Act of 1966, as amended. The SHPO's programs are funded through a Historic Preservation Fund grant, an annual federal matching grant administered by the National Park Service.
