Reality: Studies have consistently identified a positive relationship between reduced class size and improved student performance. The Administration's proposal to reauthorize ESEA and the Class-Size Reduction Program represents an effort to expand the success of these programs in schools across the country. The proposal would focus class-size reduction on the early grades, 1-3, particularly in high-poverty communities that are most in need of support and where the research shows that dollars can have the greatest impact on student performance. Myth 2: The effects of class-size reduction can only be seen at the kindergarten level and the impact is short-lived. Reality: The benefits of class-size reduction are seen in kindergarten and through grades 1-3, and the effects are long lasting. However, researchers have found that in order to optimize the carryover benefits of small classes in the early grades through the later grades, it is necessary for students to spend at least three years in small classes. The advantages of attending a small class for the four years encompassing kindergarten through third grade are equivalent to receiving an additional six months to fourteen months of schooling. Myth 3: The explanations and conclusions of the STAR findings are flawed.

They answered interviewers, filled out questionnaires, kept consumption records, mailed petitions, and wrote countless letters to inform Washington planners about the vicissitudes of life during the Great Depression. Amid ongoing segregation and racial discrimination, government agencies played fair in one significant manner: they collected statistics about African Americans and answered and filed the correspondence of some of the country's least powerful. Saved in the National Archives and Records Administration (NARA), these numbers and voices illuminate the past, just as the writers sought to enlighten New Deal officialdom.

Twenty pulses per second were delivered, for an average current of 100 microamperes. The increased beam output capability at the Los Alamos Neutron Science Center opens new windows of research opportunities in the fields of physics, chemistry, biology, geology, engineering and material sciences. The technological breakthrough is the result of major new additions and modifications to the center's proton storage ring, target and moderator assembly, and many other components made over more than four years as part of the LANSCE Reliability Improvement Project. "This achievement marks the completion of a long-standing promise to provide 100-microampere average beam currents to the target at the Manuel Lujan Jr. Neutron Scattering Center. It also demonstrates success for the many upgrade projects that were implemented during the past year," said Roger Pynn, director of LANSCE Division. "LANSCE is now ready to demonstrate the scientific potential that it holds for neutron science and to make a positive contribution to both defense and civilian research," he added.

Extractions: Biography Alicia Reece became the youngest woman in history to be elected (at large) to Cincinnati City Council at the age of 28, in November of 1999. She was re-elected to City Council (at-large) by placing first in 16 out of 26 wards and became one of the youngest African American female Vice Mayors in the country. Ms. Reece has been recognized at the state and national level as she became one of the youngest females to make the short list for Lieutenant Governor on the Ohio Democratic ticket in 2002 and was courted for a run for Secretary of State. As a delegate at the 2000 National Democratic Convention, Ms. Reece electrified the crowd, as was one of the featured speakers at the Ohio Delegation breakfast in Los Angeles, California. Ms. Reece was given the highest honor for a female elected official in the Ohio Democratic Party by receiving the 2002 Gertrude W. Donahey Award. Ms. Reece is a graduate of Withrow High Public School (1989) where she served as senior class president, captain of the girls City Champions basketball team, and graduated in the top ten percent of her class from the International Studies Academy. Ms. Reece is also a graduate of Grambling State University in Louisiana where she not only earned a bachelor degree in Mass Communications but served as Miss Grambling State University; the student ambassador. She played on the 1990 Grambling State University Women's Division I Basketball Southwestern Athletic Conference Championship team and traveled the country with legendary coach Eddie Robinson promoting the university.

Site Index The Commission to Study Reparations Proposals for African American Act: In January of 1989, I first introduced the bill H.R. 40, Commission to Study Reparation Proposals for African Americans Act . I have re-introduced HR 40 every Congress since 1989, and will continue to do so until it's passed into law. One of the biggest challenges in discussing the issue of reparations in a political context is deciding how to have a national discussion without allowing the issue to polarize our party or our nation. The approach that I have advocated for over a decade has been for the federal government to undertake an official study of the impact of slavery on the social, political and economic life of our nation. Over 4 million Africans and their descendants were enslaved in the United States and its colonies from 1619 to 1865, and as a result, the United States was able to begin its grand place as the most prosperous country in the free world. It is un-controverted that African slaves were not compensated for their labor. More unclear however, is what the effects and remnants of this relationship have had on African-Americans and our nation from the time of emancipation through today.
