Total compensation in manufacturing in Mexico, benefits and taxes included, is under $3 per hour. The skill of Mexican workers is no barrier to increased aerospace production, as workers in other industries have discovered. For example, Pratt and Whitney opened a plant in Tijuana to perform repair work on composite parts, which is skilled aerospace work. The companies moving work to Mexico include: Outsourcing to Mexico is hampered by FAA regulations stating that parts cannot be certified as airworthy in Mexico. Therefore, they must be shipped to the U.S. for inspection before being sent to the customer. If the Mexican government and aerospace suppliers are successful, the FAA will change that regulation, making production in Mexico even more cost effective.
