Students are expected to have mastered the material normally taught in an advanced undergraduate macroeconomics course. Since that material will not be reviewed, those who are uncertain about their preparation should review any of the several available undergraduate texts. The course does not require a high level of mathematical sophistication. Only basic knowledge of calculus and linear algebra is assumed. Part of the material to be covered in the course will make use of difference equations. Though this material will be discussed in class, students are advised to review these techniques using, for instance, Chiang Fundamental Methods of Mathematical Economics The book that comes closest to being a textbook for the course is Foundations of International Macroeconomics by Obstfeld and Rogoff. At times it would also be useful to have a look at Lectures on Macroeconomics There will be two midterms and one final exam. These have the weights of 25%, 25%, and 35%.

Importantly we will develop your research abilities beginning with the skill of posing a provocative research question, formulating empirical and theoretical models and moving the process toward finding an answer to your question. Course Topics The following is a reasonably comprehensive list of broad topics and specific questions that occupy the time of many international macroeconomists, many of which we will deal with this semester. The order follows the timing of topics to be covered during the semester. International Exchange Rates and Prices Business Cycles and Current Account Balances International Perspectives on Great Depressions For many macroeconomics the Great Depression mean the collapse of economic activity in many industrialized countries during the 1930s. Our goal in this section of the course is to broaden the study to include more recent depressions of the 20th century. Moreover, we will emphasize the international dimensions of recent and historical economic depressions.

China's entry will raise living standards in both China and its trading partners. By acceding to the WTO, China will open its borders to international competition, lock in and deepen its commitment to economic reform, and promote economic development and freedoms. At the same time, China's accession will create new opportunities for American businesses, farmers, and workers.

Extractions: Kenneth S. Rogoff As a relatively new arrival to the IMF, I cannot bear firsthand witness to who said what, when, during the buildup to the 1990s Asian debt crisis. Was the IMF as guilty of ramming accelerated capital account liberalization down countries' throats as is sometimes alleged? A wide polling of "old-timers" yields mixed results. Overall, my sense is that whereas certain antiglobalization polemics grossly overstate the charge, it still has some currency. At the very least, in some of its routine surveillance missions during the early to mid-1990s and in some of its technical assistance advice, the IMF was not forceful enough when it warned countries with weak financial systems and inadequate macroeconomic frameworks that they were opening up to short-term borrowing from abroad too quickly. These days, everyone agrees that a more eclectic approach to capital account liberalization is required. But what should it be? How can developing countries drink from the waters of international capital markets without being drowned by them?
