Extractions: 10:23 PM CDT on Wednesday, May 5, 2004 Less than 12 hours after Pasadena police fatally shot an armed suspect, a telephone rang at the local NAACP headquarters. It was Chief Bernard Melekian, calling to leave a message for NAACP President Joe Brown to relay the preliminary details. Those who know him say the call is typical of Chief Melekian's approach: crime-fighting zeal, a willingness to listen and a desire to seek systemic change. "I don't care where he is in the world, he will give me the facts he currently has" when there's a major incident, Mr. Brown said. " I don't always agree with the method employed by the police, but I can never say that I didn't know what was going on." People inside and outside the department say Chief Melekian has gained the community's respect while raising rank-and-file police morale. "He's open, honest and doesn't pull punches," said Merrick Bobb, a Los Angeles area-based expert on police accountability and president of the Police Assessment Resource Center.
