Souksangouane Phengsene had a blood-alcohol level of nearly twice the legal limit, the Hennepin County attorney's office said. The 43-year-old Minneapolis man was ordered to be in court Thursday but his appearance could be postponed if he remains hospitalized. An emergency worker reported that Phengsene, who was convicted of misdemeanor drunken driving in Des Moines, Iowa, three years ago, smelled of alcohol as he was extricated from the wreckage. Phengsene had a blood-alcohol concentration of 0.19 percent, said Hennepin County Attorney Amy Klobuchar. The legal limit is 0.10 percent.
