    Student Assessment and Testing
We believe that neither excellence nor equity in education can be achieved as long as student assessment instruments, policies and practices limit opportunities to learn and narrow or dilute curricula and instruction. Both excellence and equity goals can, on the other hand, be served by assessments that help teachers to identify students' strengths as well as their needs and to determine the most appropriate and effective means of helping them to learn and grow.

    Conclusion
Standardized Testing and At Risk Students
Standardized tests have a disproportionate impact on students, teachers and curriculum in schools that serve low income and minority students (Mitchell 1992; Tate 1993). Some widely found effects that are of particular consequence for equity in education are reviewed briefly below.
    Testing and Ability Grouping
A substantial share of U.S. schools engage in ability grouping or tracking of students beginning at the elementary and middle grade levels according to presumed ability levels. As a number of studies have shown, tracking almost always means that those pupils who need the most support to raise their performance levels get the least, while those who need it the least have it showered on them. The consequence is a two tiered system of education characterized by the following conditions.

In January last year the Executive launched the National Debate in Education. One of the biggest consultations on education policy ever seen in Scotland. The results were staggering: there were more than 1,500 responses covering the views of more than 20,000 people. Inevitably, given the scale of response, there was a wide diversity of views. However, there was also remarkable consistency on what was said about learning and teaching The consensus was that Scotland wanted a:

    Joan B. Garfield
    University of Minnesota
Journal of Statistics Education v.2, n.1 (1994) Key Words : Assessment; Testing; Evaluation; Student learning.
    Abstract
Changes in educational assessment are currently being called for, both within the fields of measurement and evaluation as well as in disciplines such as statistics. Traditional forms of assessment of statistical knowledge provide a method for assigning numerical scores to determine letter grades but rarely reveal information about how students actually understand and can reason with statistical ideas or apply their knowledge to solving statistical problems. As statistics instruction at the college level begins to change in response to calls for reform (e.g., Cobb 1992 ), there is an even greater need for appropriate assessment methods and materials to measure students' understanding of probability and statistics and their ability to achieve more relevant goals, such as being able to explore data and to think critically using statistical reasoning. This paper summarizes current trends in educational assessment and relates these to the assessment of student outcomes in a statistics course. A framework is presented for categorizing and developing appropriate assessment instruments and procedures.

What's Happening Assessment Testing Annual Report Testing Tips for College Bound Students "Which college entrance exam should I take?"
This is one of the most commonly asked questions of any college bound student. The following tips will help guide students in planning their testing strategies. Grade 10 Testing
In grade ten, all college bound students should take the PSAT (Preliminary Scholastic Aptitude Test). This will give students practice in taking the examination and let them know what to expect on the test they will take in the eleventh and twelfth grades. It is a good exercise in taking a timed test and gives exposure to the types of questions asked in the SAT (Scholastic Aptitude Test). In addition, the PSAT can lend credibility to what teachers are teaching and how they are teaching it. These scores are not used by any college for admission purposes. In fact, the only way a college could see the scores is if a high school transcript shows them when a student applies for college. There is a penalty for incorrect responses so students are encouraged not to guess just to have a response.
    Grade 11 Testing
    Grade 12 Testing
All college bound students should take the SAT in October of their senior year and they may take it again as many times as they feel they need to in order to achieve the highest possible scores. Students should make sure to schedule their test dates in time to meet the application deadlines of the colleges where they are applying.

Find out about testing in the Assessment Program and Benchmark Requirements: 2002-03 Read the newest BPS Promotion Policy On June 19, 1996, the Boston School Committee approved a major policy document, the Citywide Learning Standards and Curriculum Frameworks. This is a very important document, in that it sets new, high expectations in four major subjects for every one of the 63,000 students in the Boston Public Schools, and for every one of their teachers. It is part of the Boston Public Schools' Education Reform Plan, which also includes:
    • reorganization of the system into smaller clusters led by principals. All principals report directly to the Superintendent.
    • a Comprehensive School Planning process to help schools direct all their resources toward meeting focused goals.
    • a unified funding strategy that pools the funding from business, community and university partners and allocates it to schools to support improvement in teaching and learning.
This Introduction summarizes the goals of the Learning Standards and plans to carry them out, explains who wrote them and why, defines key words, and begins to answer some important questions. Finally, it gives examples of the standards for Grades 5, 8 and 12.

Thus, it is wise for innovators to confront the assessment issue as early as possible. Although district and state testing policies may be beyond local control, the school or classroom can at least take steps to collect additional assessment data that are more compatible with the goals of their innovation. Unfortunately, we lack good standardized measures of many advanced thinking skills, but a school can at least choose among the more appropriate subtests from standardized test batteries (e.g., reading comprehension as opposed to word-attack skills, math problem solving as opposed to numerical operations) and can supplement these measures with writing samples, portfolios, and other concrete evidence of student achievement."
